The dirt underneath makes that worse than it would be elsewhere. The ridgetops Independence builds on are Nicholson silt loam, a soil so local its official type location is in Kenton County near the village of Nicholson just south of town, and Nicholson carries a dense fragipan in the subsoil that stops water cold. Rossmoyne and Avonburg on the flats do the same thing. Rain perches on the pan instead of soaking away, so the only exit water has is across the surface.
